Test Input not recognizing pin 9, others work???

Hey, so I built the Pin2DMD for <125$ and yesterday tried it with a proper pinball machine (World Cup 94) to see if it works. No input and the test input was claiming that pin 11 or pin 5 was closed, regardless of the pin I was touching. So I removed the resistor array and soldered 220 ohm resistors instead to the locations mentioned in the schematic.

 

Now it seems that all the other pins are working perfectly fine, I can test those the way it's done on the video on Pin2DMD-website, but for some highly mystic reason pin 9 isn't reacting to the tests. And yeah, tried to check the continuity, it seems to be connected to the location it's supposed to be.

 

Any good suggestions on where I should start from? Is there some sort of setting that blocks that pin from working? Or is my 74LS123 dead? The most confusing thing is that this same problem happens on two different shield PCBs (the same Nucleo of course, as I have only one license).
