For those having issues with video stuttering there are a couple things you can try that has helped get rid of stuttering on my machine. (And my pc is no slouch with a ryzen 9 5900x 24thread cpu, Rtx3090 FE, 4ghz ram, and all m.2 storage) 1) First, open vpx visual options and turn off bail trails/motionblur and put a 1 in the Fps limiter /vsync box under, performance and trouble shooting. A) Righ under that box put a 1 also in the pre rendered box. 2)(Nvidia card users ), open nvidia control panel from your desktop. Click on manage 3d settings. A) Scroll down to "OpenGl rendering Gpu"and change it from automatic to your video card. It will be listed in the drop down menu.(This will fix a direct x bug that you may or may not ever come across). It fixed a bug for the steam pinball game called "Black Flaggers ", by pinball wicked. Since then I believe they patched the error, but it doesn't hurt to change this setting regardless. Right under that is "power management mode", change that to prefer maximum performance. C) Finally, under "texture filtering" choose high performance. (I keep mine on quality, but if you want performance every little bit counts) 3) (CHROME USERS), This is a setting you should set on every single PC you have that you use Chrome as your web browser. Depending on what websites your were on prior to closing out Chrome you can have 20 something (it can be any number, I had 20 running once) processes of Chrome still running even though you closed Chrome. Open your Chrome browser and click on the 3 small dots in the upper right hand side of your window. It will be on the same line as where your URL address bar is. This will open your settings page. Now click on "System " which will be at the bottom left column of your settings. (You will see what the photo I included is showing you). After clicking on "system" you now want to turn OFF "Continue running backround apps even when Google Chrome is closed" by clicking on the toggle Switch at the end of that setting.
