Desktop Shortcuts launching from background

Hi.   When running popper as my front-end UI I occasionally have issues where my left/right/enter commands for navigating in popper are also being interpreted 'behind the scenes' on the windows desktop.    If a desktop application icon is selected when I trigger 'enter', that application launches and displays over popper (ie, an annoying Chrome window pops up).    

 

I have my cab controls wired to an encoder, and I'm utilizing joy2key to translate the keystrokes.    It seems like the keystrokes are being recognized by both popper and the desktop UI.   Is there a workable solution for this?   Thanks!
