Pin2DMD 128x32 v4.18 not recognized by USB

Using Win 10, registered key in SD card, firmware 4.18 of the 128x32 board. Brand new, never used.

 

Cant get Windows to recognize it via microUSB. Tried it in all ports. I keep getting the Device Descriptor Request Failed in my device manager.

Tried the Zadig 2.12 driver upload, and did libusb-win32, libusbk even WinUSB and nothing took.

 

Ive uninstalled and reconnected the usb numerous times now and nothing works.

 

Any ideas?
