If it responds through the tool you most likely use the wrong USB connector on the board. ST-Link interface has its own USB connector. Link to comment Share on other sites More sharing options...

I have the Discovery board - connecting with the mini usb on the right side of the board. Just to make sure I swapped usb cables and couldn't find the device at all.
