Modify Sounds in a rom

I was wondering if anyone could point me in a direction on how to modify sounds on a rom.

For instance I to modify the sounds on Tee'd off. If I open the rom up with audacity and I swap a sound out for a CaddyShack audio clip that is the exact same length when I play the game it will trigger other sounds before playing the sound I changed.
