Can't use fullscreen with background applications (topper .. etc)

I have windows 10.
My son is in charge of the software and I'm in charge of building the cabinet. 
We have an issue that he claims is the fault of windows. 
He said windows doesn't allow him to use fullscreen mode with background application like pinup . 
Does this make sense??
Currently the ball stutters and only becomes smooth with fullscreen. But if we enable fullscreen the topper and background doesn't work.

What can we do ? Is this normal ?
