PUP PACK MOD-Rules?

I am wanting to try making my 1st PUP-PACK. I wrote 2X different table authors for permission to mod their table with no response (and the message is shown as read). I am not altering there table art/sound/physics.   

I will edit the script for the PUP to work. Does this still need permissions, or is this considered a PUP that is made for the table? Would love to start. But I don't want to create a table only for me that could not be shared.

Peace.  I wouldn't MOD someone else's pup pack without permission regardless if it was a stand alone pup pack or if it came with a table.  In any case I'd rather make my own from scratch.
