Popper Frontend Fails to Launch

During DMD Test
After configuring the playfield and backglass, I initiate the DMD test, but the grey PinUp Popper window fails to launch. Windows Defender, firewall, and antivirus protections have all been disabled. What could be preventing the frontend from opening, and how can I resolve it?
