0xc0000142 error when attempting display config/register

I must have jinxed myself when I said the other day everything has been running perfect. I was playing two nights ago and everything was running smooth and perfect I made no changes to my computer when I woke up the next day and attempted to play I was getting an error from pin up 0xc0000142 for the next 48 hours I have attempted every possible solution from Full reinstalls of my system from Panasony, always deleting all my dll's in regedit, I also attempted after numerous fails to revert back to the original pin-up system 1.5 0 and was still receiving the same error. Then I tried rolling back my Nvidia game drivers and that was a headache. I also tried repairing all my VC redistributables my Net Framework and various other potential causes of this error and I still just cannot figure out what this issue is. I've also considered a full wipe of my entire computer but I would really prefer not to do that and I'm running out of options and my ai bots are also not able to help me so maybe somebody else has dealt with this issue and could help me? Let me also add that everything else in the system works from pin name to VPX to b2s,dof, they're all working perfectly as they should and always have this is just a pin-up issue...error code 0xc0000142, I received this code every time I try to register pin up or open up my config displays.... I am really running out of options and could really use some help with this issue I do not know what else to try after 48 hours straight, very little sleep. I have over 500 pup packs, And 1500 tables that took me approximately two years to download and I purchased a brand Alienware computer with a 5070TI for this specific reason of being able to play pups in VR and Desktop. I appreciate anybody that is willing to help me out. A side note is I do not use Baller installer I have been using Panasonys .2078 mod Which has been an Absolute godsend especially because I play primarily in VR, And have very little use for any media or front end. With his install it includes all vers of pin up display and you can switch between them just simply by renaming them. I've been using these for about six months and they always work perfectly and I have tried redownloading numerous times and I also gone to nail Busters site and downloaded his stand alone version and I'm getting the same exact error code over and over every time I try to open any configdisplay, The pinup player register. One last note pin up player itself loads no problem but obviously that by itself does nothing without pinup display. And I have also made sure every single time when I'm downloading after I download after every restart of the computer I disable any antivirus ,and firewall(Where I have exceptions)
