DOF and Configuration Issues with PinOne

Unable to get 2 solenoids working with PinOne and DOF.  If I start the DirectOutputConfigtester.exe, The only way I can see and test the toys is to load a global config file, a table and the rom.  If I just try using the rom, the toys do not load.  B2SServer.exe has the plugins registered, but do not actuate on the table.

 

The directoutputconfig11.ini has the combos I setup (one for left side and one for right side):

I know when I've had this working before, all I needed to do was load the rom file.  What might I be missing?
