New member (Free) unable to download more than 2 files a day.

After completing two file downloads, I tag another two and after timer expires it says I can't download more than 2 files at a time. Then the PupPack says I'm prohibited from downloading these files.

Checked your account... not anything on the server side that would cause this.  Yes, you can only download 2 files simultaneously and start another once one finishes. 
However, it sounds like your browser, download accelerator, VPN, virus protection may be keeping a session active for some reason.

In your browser, open the developer tools, go to the network tab.. then try to download again. This could show some additional information.
