Submitting Table Requests in new DOF Config tool

I submitted a request for a new table using the interface item "Propose New Table"  The table then would show up in the search for table configurations.  I pulled up the empty record and it is marked (Private) great, makes sense. 

I thought I was all set so I filled out the DOF User configuration for the table and saved (Public Configuration blank) .  That was successful now to generate an download the new config.  Did that.  Put the new files in place and no change.  The new table isn't in the newly generated ini.

Am I missing a step?  I expected the private table be included in the newly export configuration like private modifications to existing configurations.
