Squall.dll faulting windows 11

WHen attempting to launch PinUpDisplayX.exe I get an error stating that "the application was unable to start correctly 0xc0000142"

When I look at the Windows Event Viewer I see

When I attempt to register Squall.dll, I get and error stating that " The module "squall.dll" failed to load."

I cannot run the PinUpDisplay at all. 

What should I do?

I'm also getting the same error I've tried reinstalling I've tried wiping my entire computer out I've purchased a brand new expensive computer explicitly for this to run my 500 pup packs and play it in VR the way I love with pin one controller, It will not even let me register or config dispays... Everything else works perfectly from my B-2 S, VPX VV Piname all my old colors old sounds everything else works except for my pin up display which a humongous part of the equation. 60% of my 1500 tables depend on it.... And yes I have downloaded each one of those tables individually Took me two years to download all those pup packs and tables get them all set up right. I don't get the squal error but I immediately every time I try to register or config my displays get that same error code 0xc0000142, I've tried rolling back and I my NVIDIA display drivers I've tried reinstalling I use nvclean, Repaired all my redistributables redown all my netframe, I'm seriously losing hope and I don't understand how it was working one second and without me doing anything to my computer it just start stopped working. I do not use pinup player because I play primarily in VR and it's not good for that But I also play in desktop mode I have three monitors and now I feel like I've just was$2500 and Countless precious time,LOL!!!
