Cannot run Old VP 6 tables in full screen

Playing some old VP6 tables from 20 years ago that I have on my HD. I'm using VP6 since VP8 and beyond gives me a messed up screen (see attached screenshots). Whenever I try to run VP6 on full screen it gives me a "Could not create D3D device" error followed by Error code 88760082. I installed DX9 but the problem persists. Anyone know the solution to this problem or is the dreaded windowed mode the only way to play this old chestnut?
