Issue with Pup Pack PNG Overlay Quality

I'm editing a pup pack for Starship Troopers. I made a brand new overlay png. The png looks completely fine in Photoshop and when viewing the png outside of Popper/VPX.

 

However when I launch the table and the pup pack displays the overlay, you can see quality issues in the logo and other elements like the jagged black edge around Rico that don't exist.

 

How do I fix this? Do I need to change a setting or something when saving the PNG?
