Where did you get this from ? Currently Uncle Sash, Rappelbox, PinballSP, Ozstick and maybe some others manufacture the controller hardware needed for pin2dmd. So to answer your question - No it is not true.

I think that "argument" and discussion has been set aside some time ago. Depending on where you live and you'd like to do/have there are several options:

As long as the panel, the stm32F4 discovery board and the firmware is available there should be no problem to build a pin2dmd.
Remember, even if there are preassembled hardware kits available from various sources, pin2dmd is based on and still is a DIY solution.

The PCB is in production and need to be shipped from the manufacturer to me, maybe next week.
